Tiling over new tiles

I've had to remove some tiles above my bath becuase they had blown. Now I'm actually tiling the whole bathroom some of it over existing tiles.
Some have said that tiling over tiles is almost the best surface possible, what i need to know is this....

i've put the tiles that had blown back on the wall. before i tile over them how long do i need to let the bottom layer of adhesive dry for? and do i need to grout the bottom layer of tiles?

i'm using waterproof adhesive and a seperate waterproof grout.
