what do you mean by legal term? Are you putting it in a contract? Or are you doing some homework for your college course?
 
The legal term is TN-C-S.

It's also perfectly legal to term it Piers, Camilla, Fawlty Towers, Big Ron, or The West Side of Rio de Janeiro, if any of those take your fancy. How about Stoatgobler?

You could even term it TT, but that would just be silly.
 
Not sure about a legal term for it, it is a supply type often referred to as PME (Protective multiple earthing). This is when the combined neutral+protective conductor is tied down to earth at multiple points along its length to reduce the risk involved in an open circuit fault.

TN-CS
T - It is a terra system (one or more points of the system are connected to earth)
N - The exposed conductive parts are connected directly to the earth point of the supply
C - The neutral and protective conductor are combined in a single conductor
S - The neutral and protective conductors are separate

"N - The exposed conductive parts are connected directly to the earth point of the supply" is not correct. "N" means "Neutral" in the same way that "T" means "Earth"
