toilet cistern

After we flush the toilet and the cistern is filling a whining noise comes and eventually goes.At first I thought it might be a loose water pipe fitting under the house .I corrected that but the noise still occours after each flush.Am now sure that the noise comes the base of the valve-plunger assembly.What could be the problem and how to fix it ?.

Its nothing more the ballvalve washer needs replacing. It happens the most on diaphram ball valves when the end of the orrifice(conicle shaped reducer) has put a dint in the washer & seats badly when 1st closing. pence to fit Turn off water to toilet remove at disconectig nut & take old washer to plumbers merchants & get a new one ,if the W/C is more than 7/8 yrs old get a new orriface as well to edge ya bets.
