toilet Fill valve wont stop filling

Installed a toilet. All the parts were already fitted inside the cistern, the fill valve fills the cistern then about 5 minutes later starts letting through again. Any ideas please?

is it the fill valve not shutting fully or the flush valve not seating and letting water into the pan and lowering the water level so the fill valve re-fills to level ?
 
Thats what i thought at first, i cant see even a trickle into the pan. I shall strip it down and re build just in case. thanks.

Could be a piece of debris inside the valve preventing it from closing properly. When the valve is off, give the pipework a quick flush by letting some water through before reconnecting.
