Toilet tank not filling

image.jpeg image.jpeg image.jpeg Hi I know this is common but not being a building person I am a little confused with me fittings. Image posted. Water flows in but never gets above a cm deep.

Any help is sppreciated,

Looks like Geberit inlet valve, if the valve is only passing a little water. You either have a faulty inlet valve or possibly the float needs resetting.
If you open the valve head does it let water pass.

 
The seal on the grey soil pipe will likely be actually from the pan connector, so probably a new pan connector would solve your problem.
 
Thanks, turns out it was just some scum on the rubber seal. I scraped it off and all is now good. And I also now understand how these work.
