Toilet whistling and constantly running

It hasn't broken into song yet but give it time! It's doing this all the time and I've found that if I lift the float slightly it stops but don't know how to maintain the float at this higher lever. It's an internal overflow one. I'm a complete amateur by the way! Thank you

So is it discharging out the over flow ? If your float valve is not shutting off fully then it may just need a new washer, probably easier to just replace though for an amateur.
 
Thank you, am determined to do it myself. Water is constantly running into the bowl as well as whistling, it's driving us mad.

most floats are adjustable, there should be a screw that allows you to lower or raise the float, or if it has a metal arm just bend it slightly.
