I installed this a couple of years ago chez moi.

It is the simple one with the inverted plastic mug as the float on a lever.

It shuts off fine and opens fine, but instead of water coming out of the anit-siphon device water comes out in a spray and dribble around the valve.

If you turn the water off and undo and rescrew up the securing nut on the valve then water comes out of the anti-siphon device fine and dandy, but if you lift the float to turn the water off then lower it, it dribbles and sprays out again.
Torbeck have sent me some spares, none of which have solved it. This is a hard Limestone water area. Their technical people have not offered any help beyond the basics.

There seems to be a leak somewhere in the valve area that allows a small amount of water out that disructs the functioning of the valve.

Are Torbeck good quality or is there better?

Try a Fluidmaster. I've gone off torbecks after a bunch of silly problems like yours.
