I can only help with changing your location, go to 'MyDiynot', top right of screen, Change country.

is it full of air ?
are the valves open ?
is it an oil filled on and thus electric ?

Any good asking what the towel rails is doing on the half landing Kim

In any case I would expect it to not be connected to your heating. ;)

its on the half landing outside the bathroom cos there is not enough space in the bathroom....
if its not conected to the heating how do i get it conected to it?

With pipes and a plumber

Must rails are connected to the primary or a secondary circuit depending on how long ago it was installed.

well..is it connected or not ?
u say its not full of air...so it's full of water then ?
so..its connected then ?
are the valves blocked...how hot is it when the other are piping hot ?
can you close the other rads down when systen is on and see if this makes the towel rail hot.
is it always hot...whether central heating on or off ?
