turfing new garden ?

hi was wanting some infomation and advice. after building an extension our grass was the worse for wear some bald patches and lots of uneven ground, i have had 2 landscapers round. one wants to take up the old grass rotorvate it roll it and then returf the second wants to cut back whats left of the grass then level the ground with top soil then returf it.
im not sure what way to go so would love some advice.
