two roofs or one? epdm

Ive got a split level flat roof im going to replace with EPDM.

Question is do I treat it as two separate roofs and facia the step down and chase the wall for the lower roof or overlap the EPDM and join the two roofs?

Any pros/cons or either method?

Overlap the EPDM, but put some fascia over the drop for a neat finish?
