Underfloor heating - warm enough?

Would 1,600 btus be sufficient to heat a bathroom approx 2m sq with 2 windows? This is a combination of small heated towel rail (175W) and underfloor heating over roughly half the room area.

Thanks for your reply. We are having old floorboards replaced with ply, then underfloor heating and ceramic tiles on top - should we fit insulation boards as well?
