Unknown wheel?

I have a new 13" wheel and would like to try to identify what it fits. Might be some Volkswagon.

Main marking is 4 1/2 J X 13H

Also has ET38

And 11-85 but I dont think that is a date as it has an 10-98 which probably IS a date!

Any suggestions?

identifying the cars may be a problem but its a small one!
4 1/2 j is the width in inches, 13 is the diameter in inches and et 38 is the offset.
Maybe an old polo?

How many mounting holes and what's the PCD?

Different makes have different PCDs and there's a guide I saw years ago somewhere on the Internet.
