Upgrading Bonding and Main Earthing Conductor

Help please from you experienced Part P guys.
When replacing a consumer unit on an installation wired under the 15th edition i.e. 6mm bonding, 10mm main earth and 16mm tails, can the consumer unit be replaced without the earthing updated if the circuit Zs test ok and if it is recorded on the EIC that the earthing is not to current standards?
My opinion is that is not acceptable but I have been recently informed this is ok by an experienced Part P guy who reqularly does this when it diffcult to renew the earthing.

Any thoughts?

I wouldn't put my name to it. If you are working to BS7671 then you should be working to todays standards, this includes the fundamental requirement of ensuring the earthing and bonding is adequate.
