The 'smell' is activated when there is urine present in the water, and it is a chemical reaction between the two that causes the smell.

Bottle of liquid chlorine? you mean bleach? that's because liquid bleach is unstable and slowly breaks down. Also why is the title urine infection? Urine from a healthy person is sterile.
