v4073a valve

The central heating system is 18 or so years old in my mothers property. She had a new boiler fitted two years ago and apparently all was working well until a few months ago when she noticed the water was always very hot when the central heating is on and the hot water is off
1. Is it possible the v4073a valve is letting water past and heating the hot water as well?

Yes - quite possible

Try taking the powerhead off and moving the valve stem by hand (turn the power off first and then remove the silver cover. I think that the powerhead is held onto the valve body by two brass screws)

It may be either the paddle not moving across to close the relevant port or it may be the powerhead not doing it's job.

It would be unusual for the Honeywell to fail after two years unless the system is dirty
 
Worth adding here that if the lid has no dimple, and/or the actuator is held on by four screws, don't try to remove it.

You will get very wet.

As a very general rule if something won't go off then it is the valve body stuck mid position. if something wont come on it is the microswitch knackered.
