Vents in fascia

Hi - newbie posting - ever - on a forum, so bear with me! Just had soffits, fascias and guttering replaced.... badly. I have a small flat roof and the old wooden fasica had vents all along the underside under the guttering. The new fascia was overclad and I did raise the issue of the existing vents with all the people that came to quote. The workmen over clad the existing fascia with a solid fascia (not vented) and then when I asked about the vents he said he would put them in afterwards. He did - but not where the existing ones were. I took one of the vents off and he had just drilled holes through the new fascis, through the old wooden fascia, so I was now looking at brick wall. Surely, this cannot be right?? Help/Info would be much appreciated before I start ranting to them about stuff I don't fully understand! Thanks so much
