Vokera Mynute 28se Kettling

My Vokera Mynute 28se has a problem with 'Kettling'
Firstly, it only starts up in winter, and only does it on 'Hot water' I have changed the pump as I thought it wasnt circulating the water fast enough - not that. I replaced the 2 air vent valves - not that. I have just changed the expansion vessel as the diaphram was shot - still kettles. Should I re-route the pipes to make the water flow better?

As it's a boiler of some age first ask did it always do this?

If not then it's unlikely to be a design (pipe re-routing ) problem as it would always have done it. Something else will have changed recently in the boiler or system.
