Wagon Wheel

I have salvaged an old painted wagon wheel. It is flaking in one part but overall OK. I want to preserve it as it is. I have no idea of the paint used but I assume it is (exterior ?) gloss.

I am thinking of some sort of varnish, but which, is the problem.
