washing machine in garage

I've had 2 plumbers quote me for plumbing a washing m/c in my garage. One says he will get hot/cold feed from sink next door and run the waste pipe from m/c into the sink waste (which he thinks joins the soil stack in the toilet). The other wants to run the waste out of the garage and around the side of the house to the grid behind the kitchen.

I believe the first method will cause problems with smells from the soil stack? The plumber says this will not be a problem.

Can somebody advise? Also, are there any issues with building control?
What is a reasonable charge for this job?
