Water constantly leaking from external outlet pipe

I have attached photos of a copper pipe which has an opening that constantly drips water (I think). The white one below is the condense outlet, but i don't know what the one pictured is for.

Is there a problem with the boiler that it is constantly outputting water that is leaking onto the floor and discolouring the bricks?

That pipe is the outlet of the pressure relief valve in your boiler.
You need to find out what is causing the over pressure situation, or the valve may be faulty.
 
Thanks, I have since released the pressure, but have noticed it climbing again.

Are there any possible reasons for why it might be repeatedly becoming over pressurised? I think the valve is working correctly by letting the excess water out
 
Your filling loop is letting by... Should really be detached from installation (unless part of boiler) when not in use but they rarely are.

If it's rising whilst boiler is running then may also be a flat vessel.

If you are not constantly re-pressurising the boiler it is most likely to be the filling loop letting by, can be others but that is where you should start
 
I depressurised the boiler earlier this week, the needle went back into the green zone, and the pipe outside stopped weeping.

2 days later, the needle is gradually creeping back out of the green zone very slowly. By the end of the week I will have to depressurise again.

Does this help narrow down the options?
 
Disconnect the filling loop as already advised if it still continues to rise with the filling loop disconnected then it is the Plate heat exchanger , but you will have to disconnect and leave it disconnected first
