water cut off knobs under sink

I want o fix a leaky bathroom sink faucet,but the knobs for the hot/cold water under the sink just keep turning without shutting off the water.

Water pipes,etc.,look new.Knobs are small and circular.Am I overlooking something on how to trun off the water?Do you turn valves a certain way or what?I knew somthing would go wrong!!!

The service valves used in the UK usually just need a 1/4 turn from on to off. Turn them a further 1/4 turn and they are on again.
