water flow problem

I have a valiant Combi boiler (about 13 years old) it has been running fine until a few month ago. The pressure gauge has started to go up and down every so often. This has created no problems to the central Heating or water. Today I have found that the hot water downstairs, where the boiler is situated, is okay. But the hot water upstairs has lost all its pressure. I did have a new bathroom fitted about 2 weeks ago, but on completion the water was fine. Can somebody please help ? Can this be a boiler problem or not ?

When a hot tap is run, the boiler is subjected to a differential pressure. This change fires the boiler in HW mode. So, if you have no hot water in bathroom but do downstairs, I would start lookin in the bathroom for the malfunction and work back to the boiler.
 
Thank very much for your reply. The water in the bathroom is warm and both the bath taps and the sink tapes have reduced in hot water pressure. The cold water is fine. Sometimes the hot water also stops due to the pressure being to low. What should I be looking for in the bathroom and are there any simple tests I can carry out to find the problem.
