Water trapped between concrete pipe section and wall

There are 2 concrete pipe sections that were previously used as a water butt.

I emptied the water because they were leaking and we don't actually need to collect this water.

I removed the stones between the pipe section and the wall and dug down removing all the earth.

However I have noticed that water is pooling here and draining away very slowly.

Can I simply fill the hole with earth and let the water drain away?

Another option is removing the concrete pipe sections and filling the entire area with earth.

What are you trying to achieve?
You need to direct the water somewhere else if it's not draining fast enough there.
You could turn it into raised planter. Presumably with something that likes quite moist soil, given how slowly it's draining.

Initially I wanted to see if the concrete rings could hold water, however they are leaking in a few places. After digging up the area between the rings and the wall, I noticed that water would pool and drain very slowly, so now I am not sure if I can just fill it with soil or do something else.

I assume the rings are very heavy so leaving them in place is probably preferable.
 
It seems you have a clay rich soil where you are. the real answer is to try and fix that by digging in some calcium rich minerals. powdered lime/chalk/set plaster. It will slowly open up the clay and let it drain a bit.
