water under bungalow floor

we have been in this semi detached bungalow 3 years, we are in a high water table - this causes mouldy damp smells in clothes carpets etc we have had drainage fitted in the garden and close to the building draining all water to the grid. our neighbours are just having the same fitted after their bathroom floor collapsed
Recently we found the underneath of our cushions on our leather suite (next to the window) were wet! we have had this suite 16 years and have never had this problem before we keep those strengthener boards underneath and always have done, my husband rarely sleeps in bed and spends most of the night on the sofa we are currently drying these cushions every day the other sofa is dry please can someone help?
We had a condensation expert in and he suggested a permanent dehumidifier being installed what should we do?

Permanent dehumidifier is not a good idea. To help we are going to need some information about your house; particularly the construction of the floor and the immediate surroundings and the type of walls. A couple of photographs of the external would be useful.
