Weep hole vent

Hi, my house is 6 years old and i noticed a dark staining around a weep hole vent under my porch to the right of front door (see photos). It's not damp to touch but there was efflorescence on the mortar which I've brushed off but you can still see slightly. Is this just a weep hole vent doing what it's meant to do? Thanks

I am not familiar with the regulations up there, but I can't imagine one reason why there would need to be a weephole in that location and why it would actually be weeping!
 
Thanks Woody, it's a strange one. I went in the loft this afternoon in case there were any issues with the roof in that area but all looked fine so I'm not going to worry about it. Can't think how water would get in there anyway!
 
Some heavy prolonged wind driven rain may be getting through the roof tiles and into the wall cavity. The weep hole is there to expel it. Probabley a drip channel in the cavity to funnel it to the weep hole.

Thanks Andy, we've certainly had a lot of wind driven rain lately. Is there anything I would need to do about that or just let the weepholes do their job?
 
Let the weep holes do their job. Keep them clear and unblocked. Stops water going further down cavity and causing problems.
 
Noticed weep hole was actually damp to touch today. Back into the loft but nothing obvious. Haven't had rain for a couple of weeks but temperatures are low (around 1 degrees today but was -3 last night). Could it be condensation? Very puzzling.
