What is the slotted head on remote filling loop for?

On the side without the gauge, what is the slotted head for? It looks like a slightly larger version of the slotted head on those naughty iso valves, but I assume it isn’t to open and close this valve given there is a black handle right next to it?

I'd have guessed for bleed purposes

Verifiable double check valve, it's usually to allow testing that the check valve is functioning properly.
