What to lay on concrete garage floor?

Im converting my garage and currently just have concrete. What is the best (warmest) option to lay on top?

I dont want carpet or put under floor heating in. Is laminate or vinyl best?

Also do I need to put down some kind of plywood before laying the laminate/vinyl or just an underlay then the flooring?

What will the room be used for? You can get rubber interlocking tiles which are nice. Easy to fit too.
 
Like a hang out room so would like it to be warm in the winter. Kind of a second living room and part of it is a bathroom too thats separated off.

I will be going for laminate or vinyl but was wondering what to lay underneath that for the warmest possible option?

Laminate would be warmer over concrete.
If its new concrete then you need to check its fully dried out?
Another system to do if you want vinyl an keep it warm is to lay a board system like jumpax.
