Which cable to install outdoor socket?

The only gutting thing for me is my largest masonry drill bit is only 16mm

You'll have to buy a bigger one.

Possibly more than one - how long are your 16mm and your 8/10/12mm?

My 16mm is approx 38cm / 15 inches long

obviously would try and find it cheaper, but would this type of cable eliminate the need for flexible conduit?

Probably, but to be sure look for something actually described as TRS (Tough Rubber Sheath).

Somebody here correct me if I'm wrong, but I think what's sold as "pond cable" is TRS?

Yeah, would go through no problem, used it when installing cctv cameras, but have asked on a local facebook forum if anyone has a 22mm one for sale in case it works better to have the conduit.
