Whirlpool dishawasher !!! Noises when filling with HotWater

Hello, My parents bought a new Whirlpool Dishwasher and it makes a gurgling sound really loud when it fills with HOT water. My Dad said that when it is making the sound you can turn on a hot water faucet any where in the house and it goes away. They told him that it was too much water pressure. He turned down his water feed from the city and the knob feeding the dishwasher but it still does it just not as loud. They had a diswasher for years before and that one never did it. This 1 did right away. Whirlpool is blaming the city water dept !!! Any HELP ?????
