wickes toilet system filling issue

Hi,
I have a basic wickes toilet that was fitted around 2 years ago. Noticed black algae inside the cistern. Gave it a wipe down two weeks ago. Noticed on Saturday that after I flush it takes around 2-3 seconds before it starts to re-fill. Nothing seems to be stick or getting stuck. Any advice before/if it gets worse!
