Will CH cleaner still work if some radiators been removed?

Hi all,

I am replacing radiators in the upstairs of my property. Currently they have been removed but the new ones have not been connected.

When I drained the system a lot of brown dirty liquid came out and I noticed there is black sludge in the pipes.

I want to get the pipes cleaned before fitting the new rads as dont want the crap from the current system entering the new rads.

If i put a CH cleaning product into the system will it circulate to these pipes? Or do they need rads connected to circulate and clean the system?
