Window Hinges/Draught Problem

Hi everyone,
Having some problems with a particular window.
One of the bedroom windows had a small draught coming through it. It seemed that the window had dropped ever so slightly at one end.
The hinges have beenreplaced. The hinges are exactly the same ones as the old ones except that the new ones have a nylon head instead of the metal head.
Once the new hinges had been put on, there is a draught coming from another side of the window. That is the first problem.
Are there any critical measurements that need to be taken before the new hinges are put on ?
Secondly, to get rid of the original problem where the window seems to have dropped slightly at one end, does the window need to be repacked ?
Any help would be kindly appreciated.

Not normally unless it's a big opening window, on the door problem it's called toe & heeling method, is the window rubbing anywhere? or out of square?
