How do I wire an outside PIR to a wall light inside the porch which is fed from a switched FCU the other side of the mounting wall. Does the pir wiring require an earth?

All WIRING needs the CPC (the bare conductor in cables) to be connected to earth.

Do you have the manufacturers instruction? As the wiring diagram will answer your question.
In simple terms a three core cable/flex (live, neutral, cpc/earth) that is suitable for the external environment and external effects, from FCU to senor, terminate live to L, neutral to N and CPC to E. Then 3 core back to light from senor L1-live, N-neutral, E-CPC, then to their corresponding terminals on light.
But some may differ, so ideally would require product details.
