The best help you can give your friend is to pay for an electrician to install the electrical wiring.

If you cannot work out where the Live and Neutral connect to then you appear to lack the minimum knowledge and skills to install this unit.

Are you sure you know where the earth has to be connected ? If it is outdoors then there are two options for earthing the unit. One methods presents less hazard to users than the other one.
 
Hard to tell from that ridiculously tiny drawing, but maybe in some places it uses 2 different phases, but over here it's linked and only needs 1 phase.

BUT...

If you don't even know where to connect L & N then you really should not be doing this - please get an electrician, you're not being a good friend by messing with things you don't understand, particularly with heaters and steam generators.

What circuit is being used to supply this?

So simple its a worry that LNW can't follow the diagram.

Lets hope there is a 30mA RCD protecting his "friend"

Looks like originally it was exactly the US wiring which was discussed in a recent thread.

Oh well - connecting two 120V loads in parallel to a 230V supply will provide some entertainment.

I wonder if the OP's ill-served friend has the local fire station on speed-dial?

The cable will be run through plastic conduit and clipped to the ceiling. It does not pass through any insulation or floor joists
