Wooden joists placed on top of internal block wall

Builders are in and a downstairs wall and ceilings are down. They have revealed this what looks like a really mega botched job when the house was built 20 odd years ago. Should the wall have been built up around the wooden joists right up to the bedroom floor boards? They seem to have made a half hearted attempt but left lots of gaps. And I don't know why there are two random bricks hanging around! Should I ask our current builders to make good? 20190222_170756.jpg

Offends my OCD massively - but that's building for you.
 
Only possible reason to do something about it is for acoustic separation between 2 rooms? (Possibly)...

Thanks for your input. Yes it has been decided to fill the gaps with acoustic roll as sound travel seems to be the only practical downside of the way it has been left. Thanks.
