ZA5 Zone Actuator - won't turn heating on

Hello wonder if someone could help with this.

Thought I had a problem with an Actuator as heating would not turn on. Replaced today with same model - same problem persists:

Actuator won't move from position A to B when CH turned on. When moved by hand, mechanism will move itself to position B and works as normal (Boiler kicks in etc). Will also turn off back to position A when turned off, however can't get to turn back on again?!

Thermostat doesn't 'click' in any position, boiler (Ideal) displays a zero. Function for once, timed, etc don't work. The only way I can activate is by hand, move to position B and open the valve (which does move freely by hand although tested with actuator in position on the valve and also off, same result, no movement)

Any thoughts, am I barking up wrong tree?

test for power from stat to actuator. then from programmer to stat.
sounds like no power on ch side of programmer to wall stat.
