Ray Mallon introduced zero tolerance after it worked wonders in NY.......He upset the police up there because it showed how useless their policing was and it put their noses out of joint ........all these intrigues .....
But I remember hearing ordinary folk on the radio saying the streets were safe again under his watch ....... burglarys car theft crime in general dropped ......He upset too many people .......I recall lawyers were upset in the reduction of crime because their pockets were hit !!!!! ...... oh we can't have that let's stitch him up !!! Criminals were used to testify against him.....something that's attested to by Paul ferris as a tactic by the police.
