Cousin wants to build his smallish extension in a terrace house.

Neighbour:No extension and will never build it as he is 70.

Has refused my cousin's party wall notice saying he will not have light in his back garden.(Extension is only 2 metre from the rear wall of the house,so permitted development)

Can a solid wall be built from (class A perforated engineering brick) outer skin and normal clay brick inner skin.This wall will be up to the boundary.The reason being it will not need be rendered and will literally make the wall waterproof and more solid.Neighbour will not also allow access for rendering on his side.

As the neighbour has refused party wall notice, cousin has been advised that he can build up to the boundary, if his foundation and wall stays inside and upto the boundary line.He will not go below the foundation of the house within 3 meter.The roof is lean to with centurion tiles.

Is the extension to form part of a habitable room?
If so, he would build it as a normal cavity wall with a brick outer skin, cavity fill, and normal block inner skin.

Why build the outer skin in engineering brick? Remember that one of the conditions of permitted development is that the brick should be a reasonable match to the brick of the existing house. With a normal brick, maintainance should not be a problem. By the time it needs repointing, the neighbour will have moved on.

Of course to avoid the PWA, keep the foundations no lower than the existing footings - though be prepared for the inspector raising an eyebrow if they are shallow!
 
Building up to the boundary is one thing, but if the eaves hang over the boundary line you can expect to get trouble from the neighbours
