Replace tap washer - no isolation valve

Hi

I need to replace the washer in my kitchen tap (hot) but there is no isolation valve, any advice on how to do this without draining system?

My house is 4 years old and has no water tank in the loft. There is a tank in cupboard upstairs (pic) and boiler is downstairs in utility.

You could buy a pipe freezing kit and freeze the pipe that supplies the tap
 
Ye that's looking at the best way I guess and fit an isolation valve whilst I'm at it!

It would be very off for a 4 y.o. house not to have a stopcock at the point of entry! Its required under Water Regs!

Also if you have a meter or meter box they have a stopcock device there too, may be a hex male !

If not then you may be able to reduce the flow by turning on ALL the taps in the house and garden and manage with a bit or water coming out.
