Holes in Plaster

I've just moved into a council house (built in 1928) and have stripped the wallpaper off in the first room i'm working in and removed any shelves etc.
All of the rawl plugs have pulled out by hand and the plaster is a little crumbly in these areas should i remove an area around where the rawl plugs were and just use filler to patch up or something else?
Replastering is not an option as it is council and they are tight and use shoddy workers!

Powder every time. Not only is it cheaper, but at least you can sand it when it's gone off. Try and sand premixed stuff and you'll struggle.

And is Pollyfilla better than DIY store own brand,ie;you get what you pay for.

Try and steer away from own brand gear. You'll not go far wrong if you assume that all own brand gear is of an inferior quality. For example B&Q emulsion takes 2 or 3 times as many coats as a decent quality emulsion.
But let's get this in perspective - you're only filling in screw holes. ;)
