Decorators Caulk & Multi Purpose Sealant : Difference ??

Caulking is generally water based ( Acrylic ) which can be overpainted with ease. Multi purpose sealant will probably be silicon based and as such cannot be overpainted.
 
and what have we found? ; The same old fear ;)
