Biasi Combi Boiler - Problem when turning on hot water

Hi,
I have a Biasi Combi Boiler (Model not known). The CH is working fine. However, when the Central Heating is not on and you turn the hot water tap, the water is running cold and will not heat up, almost like the boiler is not firing up when you turn the tap.
Could anybody give me any possible problems and solutions ?

The Model is a 24S.
