structurally sound windows

Newbie to DIY and want to get a bit of advice to make sure I'm not missing something I could be doing myself.

Just bought a 1898 flat , 3rd floor, sash windows (which need work)

however a couple of the windows seem to be held in place in the walls by cement or something which is rotting away.it looks like it needs scraping out and refilling with some sort of filler/cement/anything that holds the box in place?

Can anyone picture what I'm talking about as I'm sure it could be described better?

My question is, this seems like something I should get a professional in to deal with and soon. Or am I over-estimating the difficulty/importance of this?

To be honest I'm thinking of getting someone in who can repair the fixing of the window frame in the building and renovate the sashs themselves at the same time.
