Installing MDPE supply pipe to regs

Hi all.

Could anyone give me some tips. I am installing a new MDPE water supply pipe to my property.

Water regs say where it enters the property it has to be insulated and ducted in 100mm waterproof duct.

I have no problem with that, but can anyone tell me how to drill a 100mm hole from inside through to where the duct will begin 750mm below ground level ?

What would i use ? No smart answers like "a drill" please !!!

To be honest is I was doing it I would use a drill, but being in the job I have one that's big enough. The next best option would be a hammer and chisel.
