10mm copper tubing ,plumbers or b and q
Just done a search myself.I've never seen rigid 10mm copper let alone plastic,only in coils.

Not seen plastic 10mm only in coils,but some specialist companys may supply it.

I don't know what you want to do with it, but a lot of the sheds stock white GRP (fibreglass) tubing in 1 or 2 Metre lengths, usually in the racks of steel bar , rod and aluminium extrusions in the hardware aisle.
I used some of the smaller stuff to make spacers and standoffs for some circuit boards a while ago, but I'm sure ther must be many other uses.
