awful light wiring

I have just taken down 4 wall lights that were there when we moved in. The extension was built in the 90s and the the lights are dated 94 and 95 (probably the same time). The wiring is T+E but every earth conductor is cut! The live chocolate box connectors are sitting in an open channel just covered with wallpaper. At least they are accessible for inspection!

I dread to think what else I find if I dig out the rest of the wiring! I feel a PIR coming on...

The work was not DIY but maybe the remedy will be.

I have some old wall lights like that as well, no earth and block connectors just like that.
My hall light was wired with bell wire to a junction box.
