If you mean the plastic/vinyl ones. it depends what's underneath. If the floor's concrete, yes.
Otherwise any "overall" board may not be thick enough. Special flexible tile adhesive/grout needed. If you use a heat gun the Marleys will peel up fairly easily

Whilst Marley tiles can be removed (albeit sometimes a painstaking procedure) the layer of bitumen adhesive left behind can be a killer. Most tile adhesives will not bond to this. What we did was to pour white spirit onto the bitumen layer and scrub with a wire brush to dissolve the bitumen. The dissolved gunk was soaked up and removed with tons of kitchen roll (bonfire anyone?). The surface once virtually clean was then scrubbed with more white spirit and then neat washing up liquid to break it down. Finally hot soapy water and scourers.
It was a samll room, so I would try this trick on anything large.
