firstly problem on hot water circuit is that the boiler will light in correct manner but then will only remain on for 5 secs then shut off, the boiler will then relight its self and this pattern will continue over and over!

- problem on the heating side is that the heating will work correctly for 10 mins then a whistling noise is produced from the boiler and also seems to stop start all the time as hot water circuit

any ideas anyone?

Flames starting and stopping sounds like problem sensing flames or fan function - this is a job for Registered Gas Installer (corgi). Whistling noise from boiler suggests overheating - could be sludge deposits in heat exchanger, which might also explain stopping/starting if stat operates.
 
in question to your advice do you not think the fault on the hot water and heating are related in some way!!!
and how can i check the function of the fan?

You can listen to see if you can hear it but the problem will need to be diagnosed by a CORGi engineer because of the safety aspects.
