I want to install an outside light, by the front door. Just inside the front door there is a switch for the hall light. Can i run a spur straight from this for the outside light, which is seperately switched. If so how, and how would i wire a new double switch?

Probably not as you will only have the switched live at the switch. You need to take live and neutral from the lighting circuit and 'switch' the live to the new light. A ceiling rose is the usual place.

Turn the power off first. Then the best way would be to change hall switch for a 2 gang one for hall one for new light change 2 core and earth from switch to rose with 3 core and earth thus giving extra core for neutral and take switch live/neutral to outside light.
