I was having a shower when the unit blew, the lights went off and dirty water came out of the shower head. I turned off the shower and left it for a few minutes. When I turned it on both lights on the unit came on but the water was freezing. Am I looking to replace the whole thing or just a part (i.e. heating element)? Any advice would be greatly appreciated - Thanks.

Impossible to say without inspecting it. If it's still under warranty call the manufacturer. Otherwise try and find an electrician to deal with it. The easiest thing is often to simply replace the whole thing.
